How would you pass emissions with this Engine?

In the future I’m planning on buying a JDM engine, the 3s-gte for a 91 MR2. Now I’m not sure if all or some come like this, but at least some do not have an EGR system and probably wouldn’t pass Virginia emissions. Would I need an EGR system?

That depends did the engine come with one on the factory correct Car if not you dont need it.
