How do I connect two handsets with a 9V Battery to ring son?

I have seen technicians with two handsets each with alligator clips on them. The hook a telephone handset on a pair of son and another on the other End and can speak. A 9V battery is attached to a handset. I bought two combined payphone thinking I could do the same thing, but have unable to work. Are pay phones different?
